In 1994, RITSEC, bidding against institutes in the US, Australia, and Europe, was selected to
develop an environmental information system for the Kuwait Institute for Scientific Research
(KISR). The system was developed in partnership with the UNDP, KISR, and the Kuwait Ministry of
Planning. The objectives of the project were to support decision makers in policy formulation
and development of environmental regulations, enlarge the planning capabilities related to
land use development projects, develop quality environmental assessment techniques, and to
improve the efficiency of environmental studies and research.

The project was implemented in two phases. The first phase involved the design and implementation
of the system. The goal of the second phase was to enable KISR to provide critical national
environmental information through integrated a GIS database, strengthening decision-making
and research capabilities through spatial decision support systems applications and analytical
tools, and to enhance the system capabilities for production of environmental statements and
flash reports. The outputs of the project included geographical and non-geographical databases
covering environmental issues, an environmental indicators system, a GIS indicators database,
an information services system, project documentation and studies, and the development of KISR's
human resources and technical platform.
The success of the CEDARE and KISR projects paved the way for RITSEC to be recognized
as one of the leading authorities in the region on the use of information technology in
sustainable development and environmental protection. Increasing demand for these
services led to the creation of Environmental Information Technology Solutions (EITS),
as a specialized unit within RITSEC.
