Regional Distance Lea rning Program – RDLP
The RDLP intended to complement the existing global education infrastructure by empowering both faculty and students in order to improve the overall teaching/learning experience. The Distance Learning programs tackle a unique approach in its delivery of information; refereed to as the Non-Classical Approach.
The Non-Classical Approach is the distance education and learning through indirect transfer of information or the on-line education service delivered through the RDLP's two major Programs:
- The Global Campus
- The Regional Distance Learning Network or LearnNet.
The Regional Distance Learning Program (RDLP) reflects a serious effort to formulate a global learning environment through the intelligent integration of the evolving communications and electronic publishing technologies with the existing education infrastructure.
The RDLP provides a global framework which brings first rate educational resources to millions of learners and teachers worldwide in the Arab Region, with maximum emphasis on flexibility, tailoring and interaction thus formulating a global learning environment through integration of evolving communication technologies with the existing education infrastructure and resources in the region.
The RDLP dissolves the geographical barriers through the utilization of modern communications and information technology towards the delivery of a universal archive of top notch educational resources offering academic (credit) and professional (non-credit) degrees.
The primary aim of the program is to make global quality educational archives accessible to learners in the Arab Region. It offers them the opportunity to access both academic degree programs through the Global Campus Program, and professional-training courses through LearnNet, from highly esteemed schools, without having to travel or interrupt their normal working cycle.
The Educational Services offered through RDLP comprise consultation services, technical services, development of courseware into web-based format, educational security system and template designs, as well as all components of the educational service delivery. Some points of concern have been encountered which had required immediate resolution.
The most important of these items is the Copyright issue, availability of course content in a form suitable for distance delivery, creating an effective delivery system that would preserve the quality of the education provided, university validation of the systems, and finally accreditation/certifying completion by the content provider (university/institution)
The Global Campus
The Global Campus involves the development and delivery of tailored academic Internet web-based postgraduate first-rate educational Programs to a worldwide student pool.
The Global Campus entails a framework that allows worldwide learners to utilize a universal pool of educational courseware resources in multidisciplinary areas. It links universities, professors and students through its global platform, allowing them to customize their learning needs and requirements.
The basic concept of the Global Campus involves the appropriate utilization of the emerging Internet, Multimedia and World Wide Web technologies and using state-of-the-art information technology in order to bring first class education to learners to the Arab Region and worldwide.

LearnNet
LearnNet involves utilizing videoconferencing based communication tools and techniques to deliver education and professional development to participating Arab countries. It will help training the trainers, educators and professionals on the advanced tools and techniques of information technology using the advanced communication and networking facilities.
LearnNet provides the platform for the delivery of courses acquired and certified by topnotch universities and institutions. The network aims to help pool resources, build capacities, set-up the needed communication and networking infrastructure as well as develop/acquire the course content which will be delivered through the network. LearnNet connects instructors and students on-line using state-of-the art technology.

Distance Learning Services
RITSEC, through the RDLP, does not only offer a mode of access to quality education, but also offers 'Distance Educational Services', to agencies involved, whether as providers or as recipients of the service and content.
RITSEC offers a number of technical services in the areas of distance education, nationally, regionally and internationally. These services are basically:
1.Access to its Distance Learning facilities for conducting distance learning training courses.
2.Formulation of distance learning programs for specific groups in specialized sectors based on their needs.
3.Establishment of distance learning centers with distance learning infrastructure and technical supporting facilities and services.
4.Transformation of the course material into a web-based templates and multi-media CD-ROM to be accessible to instructors and learners through the Internet.
5.Training professors on the use of the distance learning tools in courseware development and distance educational delivery using the existing Internet, communication and networking facilities.
6.Development of distance learning environment to serve the distance learning process including the student admission, online registration, identification, and evaluation and security systems.
7.Training staff of Distance Learning Centers on DL operations and facility management.
RITSEC provides the above services through the execution of Distance Learning Projects jointly with partners and beneficiaries.
RDLP Proposed Services to Organizations
RITSEC-RDLP could offer the following:
Tailored Staff Development Programs
1.Identification of focus areas for required training, and selection of priority topics, as per each organization's prospectus/mission.
2.Approaching international schools and global educational providers to compile up-to-date courses tailored to each specific sector.
3.Formulation of full-fledged training programs based on the agreed upon training framework, and the compiled courseware.
4.Within a specified program, RITSEC-RDLP, offers specialist support and additional assistance, if required, to enrolled learners for maximum benefit of the program (for example, if comprehension of a certain software application is a pre-requisite for a course, this would be provided by RITSEC-RDLP)
5.Refreshment courses with continuous innovative material for effective long-term staff development.
Learning Support Centers (LSC)
1.Through RDLP learning support services, RDLP-LearnNet offers consultation services pertaining to development of technical infrastructure, learning support aids, proposed technical solutions, and all other required assistance for establishment of LSC' s, for an agency or a distance learning program.
2.RITSEC-RDLP could provide an organization/agency access to its video-conferencing facility and LSC to use in delivery of its own training programs.
